The Medical Section is
responsible for; resolution of disputes through Director's Orders or Alternative Dispute
Resolution (ADR); Managed Care Organization (MCO) issues; and outreach education and
training.
The Medical Section regulates, monitors and manages the medical component of workers'
compensation. The goal of this program is to ensure workers receive the appropriate
treatment at a reasonable cost to the system. The Medical Sections objective is to
prevent and resolve disputes regarding the appropriateness of medical services and
to provide training and education to the industry about Oregon Workers' Compensation.
The section is comprised of three program units: Resolution Team, Outreach Services
Team, and Managed Care Team. Administrative staff includes the section manager, assistant
section manager, team manager, section analyst, and an administrative assistant.
The Resolution Team resolves disputes and issues director's orders relating
to: appropriateness of medical treatment; medical fees; palliative care disputes; and,
general complaints regarding medical services.
The Outreach Services Team provides education to the industry; develops education
materials, administrative rules, procedures, and medical fee schedules; facilitates
and coordinates public-policy discussion involving medical issues with customers and
stakeholders; coordinates the work of the Workers' Compensation Medical Advisory Committee;
conducts surveys and analysis involving best medical practices, and coordinates broad
public policy discussions regarding medical services involving other agencies and public
and private organizations; and other provider oversight and authorization/certification.
The Managed Care Team certifies, regulates, and monitors managed care organizations.
